What “Gated Community” Means on the Gold Coast

In Guanacaste, a gated community is a private development with controlled entry and shared, privately managed services. Most are registered under Costa Rica’s Condominium Law (Ley 7933). Owners share the roads, common areas and security, and pay monthly fees to maintain them.

Gated does not look the same everywhere. It can be ten homes with a guard booth. It can also be a resort of hundreds of acres with golf, a beach club and a marina.

Security and Access

Typical features include a staffed entrance, guest registration, perimeter fencing and cameras. Some communities add round-the-clock patrols and backup power. Ask how access works for owners, guests, rental tenants and contractors.

HOA Fees and Amenities

Your monthly fee, called a cuota, pays for shared services. These often include security, road and landscape care, water systems and amenities. Amenities range from a shared pool and gym to golf, beach clubs, spas, courts and trails. Since you help pay for all of them, think about which ones you will use.

Your real estate attorney should review the condominium rules (reglamento), the current budget and recent assembly minutes. Ask the administrator for a certification of no unpaid fees. Under Ley 7933, unpaid fees become a lien on the property and can pass to the new owner.

How to Choose the Right Gated Community

Start with how you will use the property: full-time home, vacation home or rental. Then ask:

  • Can you walk to the beach?
  • How far is Liberia’s international airport?
  • Are short-term rentals allowed, and on what terms?
  • What do the fees include, and is there a reserve fund?
  • Are there architectural rules for building or remodeling?

Gated Communities on the Beach

Under the Maritime Zone Law (Ley 6043), the first 200 meters from the high tide line have special rules. The first 50 meters are the Public Zone and cannot be owned, so beaches stay public. The next 150 meters are the Restricted Zone, held by municipal concession. Only land beyond 200 meters can be fee-simple titled. Verify title with an independent real estate attorney.
